Due to the technicalties of how an umbrella contract is structured, the governemnt have confimred that they will only pay 80% of the national minumum wage to umbrella freelancers, after tax and NI. At this time they are not prepared to pay 80% of a contractors average salary. 650,000 umbrella contractors make up the workforce in the UK including public sector workers.
